There is a group policy that may help. Computer Configuration > Policies > Administrative Templates > System > User Profiles > "Add the administrators security group to the roaming user profile". That will only take effect when folders are created though so you would need to manually fudge the rest.

Check that you actually have access to c:\windows\system32\logoff.exe. The script is erroring at the point where this is launched. You may well be restricted in someway from running it.
