Its up to your individual employer. Only central government had an 'enforced' pay freeze, the councils made their own minds up. And those in academies are at the mercy of their own management.

Oh? I was always under the impression that for support workers it done via a collective agreement between Unions and LGA - not at individual LA level.

However if you don't ask, many places assume you are happy as you are and WONT increase the pay. That has been the same wherever I have been.

We use to get a 1-3% rise in April, but did not recieve it until November, back dated in Novembers pay to April, coupled with going up a point in the pay scale in April (if performance managment was met) was quite good.

Actually, a google later, it appears that it depends if your LA is part of the NJC.

Have a read of this years pay claim from the unions: http://www.unison.org.uk/acrobat/B6085.pdf

Section 1.2 shows it better to be in a non NJC LA.

Edit: Oh and the feeling has generally been that (from what I have read and from interviews I have heard with LGA representatives) that some kind of pay award would be made this year - but remember that the government has capped public sector pay rises at max 2%.
