Need Help with a HP dc7900 smallform

Hey I have been having a problem with the HP dc7900 smallform the unit powers up and after about 20 seconds the power supply and cpu fan spin up to 100% I have changed the ram, hdd and power supply with no success into fixing the problem any suggestions?

I've got a 7800 that does this, HP support said it's power handling circuitry on the MB is dying, it will be terminal in our case.
