I suppose the thought that the research will have been paid for by the taxpayer will be available to anyone with an Internet connection [without having to pay (even a nominal fee) to access high quality research]

I dont really see that as such a bad thing. I think the only people upset by this are the big publishers who charge obscene fees for access to research papers!

Any valuable IP will be stolen by factories "outside normal copyright control"; think CE*products.
