This wholly depends on which of the 2 platforms you feel most comfortable with and what you are wanting to change the password for.

well its part of my profile in school to create a self password changer for students to change their own password, instead of technician or staff to change for them.

has any1 got any example for me to look at??

You could make a restricted MMC for Staff or I let the Pupils do it themselves using OWA

What's the environment - Active Directory or a unix based LDAP?

well we have got windows 2008 r2 - and using active directory at the moment

If you want the students to change their own password, teach them to do CTRL + ALT + DEL and click on Change Password - if it's a password reset thing you want them to have, then I would suggest you don't let students do it themselves .. that would cause havock as that would be well open to abuse whereby pupils would reset each others passwords etc.
