cdburnerxp, imgburn and burnaware free are three that I have used in the past at home.

 

+1 to cdburnerxp and imgburn and I also use deepburner ( they have a free version ), although I have found cdburnerxp a bit more reliable at least for burning images etc

There is DVD Flick --> DVD Flick

 

If you are just trying to burn it as data then cdburnerxp, if it is an ISO then imgburn or possibly cdburnerxp, if you are trying to convert it into a dvd format to play in a stand alone dvd player then dvd flick

I'm trying to burn a video file onto a dvd using XP.

To burn data DVDs in XP without using any third-party software, you need to install the IMAPI v2 hotfix from Microsoft (KB932716).
