Is there any way in a school, that all videos played on YouTube will be forced to use the lowest quality in Internet Explorer without having to use another browser? Want to reduce bandwidth use.

I think smoothwall is looking at adding this as a feature if it has not already. I think you would need a content inspection system like smoothwall upstream to enforce it though. @tom_newton was the one talking about it I think.

Only if you have a youtube account.

And only if everyone uses it.

and even then, sometimes it doesn't work.

You can easily go in to your youtube settings and just choose the "I have a slow connection. Never play higher-quality video." setting. Username - > Account -> Account Settings -> Playback Setup. The option I've placed in quotes for you is the "B" setting. Saying this, however, some videos are only encoded in high quality when they've been uploaded to youtube. The majority are high or low quality though.
