UAC/Permission related brain fart.

I'm being a space case right now, but I recall having a way to remove the need for administrative rights to update a previously installed application on a standard user account, but yet retain the requirement for a new installation.

 

Barney style break down of my conundrum:

 

application already installed, and need updates: no admin required.

application not installed, and trying to be installed: requires admin.

 

Time for coffee... Brain ...rebooting

No luck huh. I'm sure this can be done via gpo just don't recall the exacts.
