PC wont turn on with USB Mouse

Bit of a strange one this.

 

I have a PC that is a few years old. Never had any problems with it. until now.

 

With everything plugged in, I turn the PC on but get no output to the screen and no activity lights on the PC. Just a power light. it doesnt even POST

 

If i unplug the USB mouse it turns on fine. I've tried different mice, different USB ports its still the same and I can replicate it every time.

 

The keyboard is USB and it works fine with that. I can get round it by using a USB to PS/2 connector and it works but its just bugging me

Is the usb shorting that would cause this.

but wouldnt that mean that the usb keyboard woudlnt work either

Take the power out of back for about 30 mins ot get rid of static
