We have a junior techie and want to start to let them loose on the network to do basic troubleshooting and software installs but don't want him them to have logon rights to servers etc or be part of domain admins group. Any suggestions?

when you setup user accounts you can do a delegation and specify what you want to have access to.

Its delegate control on the OU then add users in and edit the preferences and set what you want.

I would give him a standard user account with local admin rights on all computers.
Can this be done through GPO or are you talking about giving them the local admin password for the PC?

The delegation method seems the most complete answer! Good idea :)

But that wont give me rights to the local computers.

What servers are you running?
