Class Sound Level Monitor (Software)

I've been asked by a KS1 teacher if there's any piece of software to copy the Red/Amber/Green traffic light type sound level monitors.

 

She wants a "Stay on Top" type large icon that can be on the screen during lessons and change accordingly to picked up sound level from a microphone.

 

If not - what's going to be the easiest(what language?) way to program a little program to do it? (Nice job for half-term )

We trialed some stuff a few years ago, which did just that. Trouble was the kids raised the noise level to set off the red light. Can't remember what it was called.
