I am fluent in German, but verbal only, not reading/writing...how would that affect things?

The way I read it you can be fluent in only one of the Key Languages - English/French/German and that is fine.

 

The tougher requirements are -

As well as a degree level qualification in ICT or a post graduate diploma in ICT, we require formal training in one of the above areas, backed by at least six years’ experience of managing high-value projects in complex, fast-moving environments.

In order to participate in the selection procedure, you need at least a satisfactory knowledge of your second language (English, French, or German).

This needs to be in spoken interaction and production, listening, reading and writing.

A satisfactory level corresponds to B2 in this grid.
