Group Policy is

User Configuration -> Administrative Templates ->Windows Components -> Internet Explorer -> Internet Control Panel -> Security Page -> Internet Zone

Display Mixed Content:Enable

 

This should work for Windows Server 2008

Can't be sure this option is available on 2003 domain networks

It is the same message as "This page contains both secure and nonsecure items" warning in older IE versions.

So look for a policy that specifies that.

Otherwise you can also set a policy by going to User Configuration -> Windows Settings -> Internet Explorer Maintenance -> Security ->Security Zones.

Then you can import settings from your machine which would have to include a Custom Level Internet Security Settings with Display Mixed Content set as enable.

It's messier that way but doable if no option in 2003.
