Displaying notifications and messages on workstations

i want to be able send out important ICT messages such as "SIMS upgrade at 4pm today", "internet down" etc just flashing up as messages say in the bottom corner of their desktop.

 

Anyone know of software that can do this?

Edu notifier i think does this EduGeek EduNotifier

I used this at my last school NetSend (freeware) - FOMINE SOFTWARE - very easy and very simple - can mail all users or select individuals
