Been trying all night to connect to http://www.lancashire.gov.uk and all I get is:

It is a Sunday evening. Sometimes they do large upgrades or maintenance over the weekend if it cannot be done at any other time. I'd wait to see if it's back up in the morning.

You'd hope that if it was a network issue that they'd have somebody monitoring it and working to resolve it. But then, that's what you'd like to happen in the real world.
