Step by step - but which step first?

Situation: The FSMO DC is no more it fried along with an Exchange 2010. I need to seize the FSMO roles but on which other DC should I do that? The 2003 server had the role previously, should it go back there temporarily until I can build a new VM. Or do I put it on the 2008 server - which is the main file server and holds all the user areas? Or can I leave the network in limbo whilst I build a new VM?

 

Your esteemed advice and opinions would be more than gratefully received. I'm starting to think this project will never be finished. What else can go wrong?
