Powerchute Network Shutdown on 64bit 2003 r2

Does anyone know how to install the powerchute network shutdown client on a 64 bit version of 2003 r2 the folder with the installer has no exe.

 

The included instructions make massive assumptions about the end users knowledge of java and how it works.
