OWA Forms based authentication not working

I have just installed a new exchange 2003 server on windows server 2003 standard sp2.

 

OWA works ok as does everything else.

 

Only problem is when i go to http://webmail/exchange i get the grey logon box to log me into exchange, not the large OWA login screen. I have enabled FBA in system manager and no luck, however my IIS will not let me use HTTPS. i have created an index.html file in the web route to test it was not an exchange fault.

So i go to https://webmail/index.html and get page cannot be displayed. I have entered the ssl port number in the properties box of my default website!

 

Anyone know where i am going wrong?
