How to effectively limit the download speed of the WSUS update using BITS for my Server connection to the internet only? (Windows Server 2003 Std. R2 SP2 x64)

Because according to:

http://technet.microsoft.com/en-us/library/cc720428(WS.10).aspx

we have to configure it from the Group Policy Object. So if I do it from my GPO which is attached into my “Active Workstations OU”.

It will only throttling down the download from my internal LAN WSUS server which is no need to be throttled down.

yes that's what I'm thinking now.

The article does give a background idea of how BITS operates but it doesn't say anything or where to config to actually set the throttling speed ?

If i set it up on the local GPO of WSUS server, i could not see the "Network Connections" under Administrative Template ?

I think if you use wsus you're not supposed to apply this policy to your workstations, but to your (WSUS)server(s)

I assume your servers are in a different OU than your workstations, so create these settings in a GPO that's

linked to your servers OU.
