By using the Outlook adm template in your Group Policy is probably your best bet.

 

and/or

 

you could make a mst that you use when installing Office that doesnt allow access to that toolbar

 

(see the office resource kit i think - should have the answers your looking for)

Make them use the Outlook Web interface. It'll save you a lot of tears, trust me.

BTW, it is an Office wide problem that if you block a users internet access they can use the online clip-art option and other Office online options to gain access as it forces the system to open IE and not the user. ADM templates will fix this problem for you.
