Control Panel Up the creak

Help!

 

I have rebuilt a stand alone laptop and loaded all the programs etc only to find that the Control Panel will open but you can't select any option. The user wants to change screensaver etc but can't.

 

Its set up with admin access, still not working.

 

Any help would be better than the option I am probably going to do, ie rebuild it!
