Ok, I built a server back in the lab on a 192.168.1.x range and configured DHCP and successfully built a test machine that was recieving an IP from DHCP. Now I have moved it to a brand new school's production network and now it is not giving out ips?! I disabled DHCP Client on the DHCP Server and made sure everything was enabled and the server was authorised. If I plug a machine in it does not get an ip unless I give it a static one, then it can ping the server correctly, etc...

Why stop the DHCP client, if its static IPed anyway there is no harm in leaving it running. Have you checked the event logs on the server and made sure that the service is running in the DHCP snapin. Are there any other DHCP servers on the network and is the client connected via a smart switch that could be messing with it/is the client on the same subnet?

I agree, leaving DHCP client running on the server (despite it having a Static IP address) shouldn't need to be disabled.

Is the DHCP server authorised?

DHCP Relay on your core switch? I had this with our DHCP servers - change the IP addresses and forgot to update the core switch!
