Graphics output/have 2 start menus

Not sure if this is possible, or if there's a utility that does it, or if it can be done using UltraMon?

 

My brother wants to have two "monitors" connected.

On each monitor he wants a start menu/button, and task bar etc. Effectively want each screen to be it's own entity. ie If you click something on screen 2, it only happens on screen 2, so they aren't cloned screens and they aren't extended screens either

Makes sense, but I've not seen it before but it would be handy!

 

Closest I've got is Synergy which software based would allow two PCs, 2 monitors but only one set of inputs.

I use Synergy here all the time and recommend it highly. It even knows my monitors are at different heights.

 

Occasionally the shared clipboard falls over, but restarting the service on the "server" PC seems to fix it.

a vritual machine and make it full screen on one screen and have the other as the main windows os ?

Display fusion. The free version doesn't include two taskbars but it's awesome

What about some kind of virtual desktop software (think 'spaces' on a mac)

 

I think enable virtual desktop enable Virtual Desktop: Virtual Desktop Management for Windows allows outputs to different monitors - there's a free trial too so maybe give it a go?
