Time format difference

Just created a new Windows 24h2 deployment. 

 

On the main screen before the login boxes the time is displayed in 12 hour format.

 

However once logged in the tray time and lock screen are 24 hour format.

 

How do I change the login screen as all existing pcs show as 24 hour on everything.
