Opening .MSG files

We're a Google school but sometimes get sent .MSG files. In the past we've been able to open these in outlook but the new version of outlook forces users to sign into it but we don't have office 365. I've seen a few online tools available but don't trust uploading files to the net. Does anyone know of any program that can run locally to convert/open these files?

Can you just have a standalone outlook.com account and use the Outlook that replaced Mail in windows 10/11?

There are a few command line options to open the Outlook app without an associated email account.
