How to Start Win 10 in Safe Mode

I have a client who knows their PIN code, but not password to get into Windows.

 

I am trying to initiate a repair via Safe Mode, but of course, in Recovery Environment, you can't get any further unless you know the password

 

Laptop won't boot into normal mode as the circle goes round and round and goes nowhere after you type in the PIN code

You say it won't boot into normal mode - have you tried a Ctrl+Alt+Del while the screen is black? Depending on where it fails sometimes you can initiate task manager - run new task or win+r to get something useful.

 

If you can get a command prompt by one of those means you are off to the races, especially if the user is already a localadmin.
