[23h2] 0xC1900101-0x40017 when trying to upgrade from windows 11 23H2 to 24H2

We've been upgrading a few rooms and laptops to 24H2 and have mostly had success apart from one room we've come across where only 4 of 19 PC's upgraded without issue, the rest all failed with the error 0xC1900101-0x40017

 

Things I have tried:

 

BIOS Update

MEI Update

Removed local profiles

 

Update the following drivers

Audio Drivers

Graphic Drivers

NIC Drivers

HostBridge

 

Reinstalled Chipset driver

 

All still the same

• Clean boot into Windows and then attempt the upgrade.
  
• Ensure you select the option to "Download and install updates (recommended)".
  
• Check storage usage and free up space.
  
• Repair installation files.
  
• Fix Windows Update and device problems.
  
• Disconnect peripherals and uninstall incompatible apps.

Failed - copied the 24H2 locally after clean booting and still rolled back the update.

 

[*]Ensure you select the option to "Download and install updates (recommended)".

 

Failed - this is the default and is ticked

 

[*]Check storage usage and free up space.

 

Failed - plenty disk space 139Gb Free.

 

 

[*]Repair installation files.

 

Failed - tried DISM.exe /Online /Cleanup-image /Restorehealth and SFC

 

 

[*]Fix Windows Update and device problems.

 

Don't think there are any :/ but trying this tool https://github.com/wureset-tools/script-wureset/releases/tag/v10.5.5

 

 

[*]Disconnect peripherals and uninstall incompatible apps.

 

No Peripherals attached, tried installing the update with Sophos disabled

Failed again

 

Might just have to bite the bullet and reimage these PC's rather than upgrade

A few more things to try!

 

Firstly:

 

Copy Win24H2 ISO locally and unzip, run setup.exe /product server with the local NIC disabled.

Not having much luck, tried to update two rooms yesterday afternoon.

Each room was around 32 computers, all hardware in each room was identical.

Room 1- only 5 successfully updated

Room 2 - only 6 successfully updated

 

In all cases where it failed the error is:

 

0xC1900101 - 0x4001E

The installation failed in the SECOND_BOOT phase with an error during PRE_OOBE operation.

 

 

I believe there was enough free disk space, the one I'm going to investigate further on had 57Gb free.
