What version of SMART Notebook to deploy?

I still can't find the right answer to this. Newer versions need an account I get that but some only work when plugged into a smart board, some add a watermark and apparently version 20 or 21 made some changes that were then reverted in 22? And I also hear the latest v23 is prone to crashing.

 

So.... What is the sweet spot version to deploy?

Would be good to know if there is a best version when using Smart boards and best version when not using Smart boards. Also, does the age or model of Smart board matter?
