[ms office - o365] users(staff) can not create teams any more

Administrators still can so I guess it's a permissions thing. The first report of this I got was about 3 weeks ago so I'd say it's something that changed since the start of the year.

 

In New teams the options are greyed out, in Old Teams they're not there at all.

 

Obviously something has changed. Any ideas how to fix this?
