I would assume from Dell's normal wording that the variable bit is "it depends on whether it's on-site or remote depending on what's broke"

 

For example a full Dell on-site warranty means even when a HDD/RAM breaks they'll offer to send an engineer out to fit it. While others are Return to base etc. But sounds like that's their middle group option.

 

"Receive parts & repairs next business day (NBD) after remote diagnosis - ONSITE - VARIES BY PRODUCT & REGION" those sort of ones - While Premium and Premium Plus are ALWAYS on-site options etc
