Top bar missing from applications in windows 10 Pro

Our finance managers PC once in a while has the top bar of applications missing. Programs such as Acrobat & Google chrome. They have a two screen setup using an intel inboard GPU, rather than a Graphics card. Restarting the video buffer with SHIFT + CTRL+ WIN + B worked to fix the issue this morning. I was wondering would a proper graphics card solve the issue out right or is this a weird windows bug.

I see the same issue here occasionally, I do not have an answer for you, just wanted to say thanks for the restart buffer shortcut.
