Mdt giving out error code 2 when installing applications with OS

I'm having an issue where when I boot from a USB and install the operating system with applications I get multiple error codes such as Error code 2 and 1619. However, when I do just an application install without the OS there are no errors, but the applications don't install. I know that error code 2 means it is having trouble finding the file to install but I am taking the exact setup file that I downloaded from my C Drive. Any ideas?
