Outlook Group Policy Flagging Emails?

Many member of staff are missing emails and wondered if there's away i can send out an email rule to highlight or flag their cover email.

You can use conditional format in Outlook, its an Outlook setting as seen here.

 

What might be a better option is when said person is sending it is to set the flag on the email there and it will flag but if its just an email valid for the day set it to expire to so when staff come to it, it will have a strikethrough it meaning staff can then ignore if it doesnt auto delete.

Where are the emails getting caught? We've got transport rules configured in EXO to ensure certain emails get through the spam filters and the focused mailbox feature.
