help with a form

Admin staff want a form that they can fetch and fill in BUT allow other people to edit as it progresses and ALSO somehow run a report on the outcomes of the forms. (highlight incomplete forms too) I don't think MS Forms can do this.. anything else that could?

If you're using Office 365 have a look at attaching a Form to a approval Power Automate flow, it might be able to do what you want.

woah, that looks complex. I'll need time to dig in.. From the outset it looks like the user can issue a form but not pre-fill the form, have it filled by user then forward for approval ?!?!
