No settings package for user

I have a weird problem with a Staff User, no settings package gets created in their user folder like normal.

 

The user has full control to the folder, they create AppData on the AppData share fine and can create folders and docks in their user area but no matter what it won't create the Settings Package folder.

 

Any Ideas?
