anyone know what I did, I was given these instructions and blindly followed:

 

Go to Microsoft Azure Active Directory

> External Identities

> Cross-tenant access settings (preview)

> + Add organisation - add THE OTHER DOMAIN

 

Once added click outbound access > B2B direct connect > customise settings > allow access for both users and groups and external applications and apply to all.

B2B collaboration settings can stay as the default

Enabled a cross tenant access policy, i.e. given everyone in THE OTHER DOMAIN full access to your tenancy and everyone in your tenancy full access to THE OTHER DOMAIN if the admin in THE OTHER DOMAIN had set up an inbound access policy.
