O365 MFA Conditional Access

I have been going round in circles for the last few weeks with conditional access and MFA (to disable it on our internal network).

 

We are on the free E1 licence, please can somone confirm if we need an Azure Premium P1 or P2 and also am I right in thinking this can be used to enable MFA on our Remote Desktops?

For Conditional Access you require a P1 licence in your tenancy as a minimum.

That is not included in E1.

We choose to get the A3 EM&S addon added to our OVS-ES agreement (worked out in the £7-8 per FTE) but provided us with P1, InTune and a few other bits and pieces. Also unlocked the MS ApplicationProxy feature (as does P1) which let us put our Remote Desktop behind it so the MFA is handled by signing in to Office 365 in the first instance before even getting access to the link to our HTML5 RDS box internall.
