EES agreement

We have A5 licenses and EES agreements. How should we think when it comes to user accounts who are only in the local Active Directory. Do they need a separate CAL license or are they included in the EES agreement? Is there a difference if the person using a local Active Directory account, is an employee or someone external?

This would suggest they are covered. It is also suggested to deploy AD locally and use AD connect rather than pure Azure AD.
