Night mobile phone contact for building - signal boost...?

I work in a University department which has its own accommodation block, classrooms, etc. There's a "night phone" that students can call, which is a mobile the night porter has around the building, but the signal drops out in some parts of the building. They've asked for suggestions and I'm wondering what the best approach might be here...signal booster, or something that works via the WiFi (there's good WiFi), some kind of call forwarding maybe...? You can't boost the mobile signal. However, most newer phones support WiFi calling which routes regular calls over your WiFi. You provider has to support this though
