Opening HEIC images on Windows 10

We're having issues opening HEIC images on Windows 10 1909, when opening we get an error saying "We can't open this file" within photos. We've got HEIF Image Extension installed and I've followed troubleshooting steps but nothing seems to be resolving this. This is happening school including my admin account so isn't GP etc

 

Has anyone else had this?

Same here in 1903, though I didn’t try a HEIC app from the store (I ain’t payin’!) I just used an online converter.

I found a free app on the Microsoft store but, it has its on viewer so don't really want to use it
