Video Blur Faces - Software

What are people using for blurring faces in recorded video or CCTV footage? Ideally free of course.

we just use shapes to blank things out on PowerPoint and export it as a picture , not the best solution but it works and its free

I can see that working but if the person is moving around you can't get it to track them.

I've used FlashIntegro VSDC Free Edition, and was impressed. This allowed me to overlay shapes on video, based on timestamp, so you can obscure sections of a video very easily and quickly.

The full version is $20, which no doubt is slicker, but I managed what I needed with the free one. Educational use is covered by the free version license.
