So never in my career have I experienced anything like this

In 365 disabled the following

POP blocked

EWS blocked

OWA blocked

MAPI blocked

IMAP blocked

Active sync blocked

Authenticated SMTP blocked

To put it simply I can still send emails from the outlook application on the android phone.

Get-CASMailbox test | select *EWS*

EwsEnabled : False

I am perplexed how can the mail account can still send and receive email?

I even signed the user out of 365 on all devices and that had no effect.

I need to ensure that the users cannot download any email to their devices for 2-3 months, something so simple is proving a perplexing!

I saw the post online about the REST API and applied the blocklist to no effect https://practical365.com/clients/mobile-devices/outlook-for-ios-android-still-able-to-connect-after-disabling-activesync/

It's using OAUTH. Look at your enterprise apps (https://aad.portal.azure.com ) and see what looks likely.
