Probably not scalable and requires user to encrypt the files but you could try:

TrueCrypt is a very good free encryption program. You create a "volume" of one file or encrypt an entire physical drive such as a USB pen.

True Crypt seemed good...

 

...Until I found it won't run under Limited User accounts so it is useless for the centre where the guy wants to use it

Anything that encrypts a whole drive/adds a file to the system acting as a drive is going to need to run as a system driver ie non limited user to launch, that's the main problem with portable drives and encryption... Even in Traveller mode or equivalent you're going to need admin rights. Kind of rules out most sensible encryption programs.

I think you might want to explain why you want to use an encrypted drive in a computer environment where you do not have admin access?

I use truecrypt - gets my vote. you can use a container only on the drive - no need to fully encrypt it.
