Some clients not registering themselves in DNS?

We seem to be having a problem with some (but not all) of our Windows 10 LTSC 1809 clients, where they are not getting registered in DNS.

 

We're able to manually register affected machines using

ipconfig /registerdns

but it would be useful to be able to troubleshoot this and find out why it is happening.

 

Can anyone suggest what we might try?

Could this be to do with miss-configured DNS scavenging? I assume the DC did have those IP addresses.

OK but if the record was scavenged while the PC was off/not connected to the network, then surely it should come back once the PC is turned back on? This is not happening automatically.
