bulk adding users into open dir

Is there a tool or utility that will allow us to bulk add users into open directory from a csv or similar format.?

I generally import straight into Workgroup Manager from a very carefully prepared text file and then use Passenger's batch permissions tool to set permissions on the home directories,

but it sounds like Passenger should meet your needs.
