Freezing external display (using clone function not extended)

Does anybody know if any software solutions (windows based) that will allow the external monitor output to be frozen?

 

Mainly for staff that have lost their remote (again) or don't know (or want to) use the extended feature.

I'm not sure this would be possible. My suggestion would be a RS232 panel bolted to the wall which they can't lose!
