Yes. You definitely need to edit your AppLocker GPO on a computer running 1903 because otherwise Windows can't see the StartMenuExperienceHost app.

 

I've ripped the ADMX/ADML off a 1903 install but still don't have Microsoft.Windows.StartMenuExperienceHost.exe in the AppLocker list.

The ADMXs haven't got anything to do with it.

Hmm, even with that in place, the start menu doesn't open.

 

I've narrowed it down to 'something in the mandatory profile' that's stopping it..

Start menu opens fine without it, except it adds all the redirected stuff and keeps all the junk I don't want.

Mandatory profiles aren't really used any more. Local is the way to go with windows 10.

I can confirm that mandatory still works fine with 1903 - I haven't altered mine since my 1703 build so keep digging and you'll find the issue.

Before I make myself look a tool, can anyone confirm you can install the RSAT tools on the 1903 Education version of Windows 10? I've been told by 'someone' that it will only now work on Enterprise edition which I find hard to believe.

You can in 1903 Education, yes.

 

You cant download them anymore though.

 

So Settings - Apps - Optional Features - Add Feature

 

RSAT Tools are in here to be added.

Just in case anyone comes across this in a search, I discovered a bug with Windows 10 v1903 (inc. the latest build 18362.239) and the "Continue experiences on this device" GPO.

 

If you have the GPO set to Disabled, the Start Menu Experience Host process (StartMenuExperienceHost.exe) will hang on login and cause login times in the region of 10-15 minutes (!!!). The Start Menu will sometimes not open either. The only way to get it working again is to log off and on again.

 

Setting the GPO to Not Configured, login times return to normal and the Start Menu works.

 

Edit. It seems I'm not the only one to have this problem.
