G Suite - Sharing a Team Drive between 2 Whitelisted Domains

I have setup domain Whitelist between 2 schools, but when I try to share a Team Drive between the schools I get a message about not being able to share outside my domain.

 

If I open the Team Drive settings and change the setting 'Allow sharing outside my domain' to allow, I can then share, but does this not defeat the point of setting up a Whitelist as anyone in that Team Drive could now share with any other domain?

I think that's correct. You need to enable sharing files outside of your domain and limit it to those whitelisted.

But it does not limit it to just that domain. With sharing outside the domain enabled I can share to anyone. One point to note is that if I login as a teacher they do not get the option to share the drive as I have just removed that option from the Team Drives.

 

I think Whitelisting might only really for Drive and and Team Drive is separate. You can at least pick the team Drives settings individually for each Team Drive, so only need to have one or two with 'Share outside this domain' enabled

Yes. Whitelist does work for the files in drive, I can share between the domains but nobody else, but these sharing settings do not seem to apply to team drives

Only thing I can think of is if there's an overriding rule for the OU the owner of the team drive is in, or there's a bug that needs reporting to the G Suite team

Ok, the admin account that created the Team Drives is in an OU with more open settings, but surely any settings applied to the OU the normal users are in apply for that user, otherwise what's the point of being able to apply setting at the OU level.

Been doing some more testing and the Team Drive settings seem to completely override any settings that are in G Suite / Apps / Drive & Team Drive / Sharing sections.
