[sccm 2012] Error deploying Win 10 1803

I have a weird problem with deploying 1803 using SCCM, all I am doing is deploying the O/S, I have stripped out the apps and windows update sections of the task sequence.

 

It copies sets up driver etc, but on reboot it get the following screen and clicking next looks like it's doing something but then just reboot back to the same screen. Deploying LTSB 2019 works perfectly and so did this deploy of 1803 until recently when it started to throw this screen up.

Are you using in unattend file ?
