Visual impairment - Staff member needs yellow text on black background

Microsoft environment. We have a member of the staff member who has asked for yellow text on a black background. Any guides or tools anyone can recommend, please?

Can you not use the normal high-contrast theme? You can set text colours on that

 

Or did you mean only specific programs?

Thanks, @Steve21 she has it running on her phone, which I'm pretty sure is Android, with the yellow on black and she tells me that makes a huge difference. She was asking me if she could have similar on Microsoft Office apps and it is not something I am at all up on.
